Shelby Henderson is a Smart Justice Leader and fierce advocate for keeping formerly incarcerated people at the forefront of reforming the criminal legal system, because those closest to the problem are often closest to the solution. Shelby has been a TOW Policy Fellow at JustLeadership USA, a graduate student at the John Jay College Institute for Justice and Opportunity and is currently in law school at the City University of New York. Shelby’s advocacy for criminal justice stands on the pillars of equality, love, redemption and unity.

Gus Marks-Hamilton has been a field organizer with the ACLU of Connecticut’s Smart Justice campaign since 2018. Gus is passionate about promoting the political and civic engagement of people who have been impacted by the criminal legal system through advocacy, lobbying and direct action at the state capitol and across Connecticut. A lifelong state resident and graduate of the University of Connecticut, Gus is also Licensed Master Social Worker and Recovery Support Specialist.

Anderson Curtis is a field organizer for the ACLU of Connecticut. In his role, Anderson is tasked with mobilizing and expanding the ACLU Smart Justice Connecticut campaign through strategic public engagement, identification, education, and recruitment of supports and volunteers to participate in ending mass incarceration in Connecticut. Anderson is a proud alumnus of Gateway Community College Drug and Alcohol Recovery Counselor (DARC) and was the DARC 2009 Student of the Year. He recently completed the Community Foundation of New Haven’s Neighborhood Leadership program. Anderson developed Life Support, which is a Pilot program funded by Community Foundation and an extension of his mentoring of men on parole, helping them navigate their reentry. After 12 years of seeking paths of healing and freedom, Anderson lives with hope and dignity, despite barriers to employment and housing from the collateral consequences of incarceration, by being a voice for the unheard and uninvited.

Yukari Iwatani Kane, Co-founder and co-executive director 

Yukari is an author, educator and veteran journalist with 20 years of experience. She was a staff writer and foreign correspondent for The Wall Street Journal and Reuters, and her book Haunted Empire: Apple After Steve Jobs (Harpers Business) was a best-seller and an Amazon Editor’s Pick that was translated into seven languages. She is currently an adjunct lecturer at Northwestern University, where she has taught journalism fundamentals, investigative reporting and the Medill Justice Project. At San Quentin News, where she still serves as an advisor, she developed a curriculum and reader for prison journalism. She was previously a lecturer at University of California, Berkeley’s Graduate School of Journalism.  

Shaheen Pasha, Co-founder and co-executive director 

Shaheen is an assistant teaching professor at Penn State University, focused on mass incarceration and prison education. Prior to joining Penn State, Shaheen was an assistant professor at UMass Amherst, where she launched an immersive explanatory journalism class at the Hampshire County Jail, bringing incarcerated and UMass students together to learn. Shaheen was awarded the Knight Nieman Visiting Fellowship to expand her work teaching journalism behind bars. She is a veteran journalist with over 20 years of experience at outlets such as Thomson Reuters, CNNMoney and Dow Jones/WSJ.

Christopher Etienne, Multimedia director

Christopher is a multimedia strategist. Educated as a documentary filmmaker at Columbia Journalism School and an Africana studies historian at Rutgers University, he uses journalism and storytelling to shed light on injustice and raise awareness about social issues. As a first-generation Haitian in the inner cities of New Jersey, he experienced both poverty and incarceration. His background inspired him to seek ways to create meaningful change through his work with organizations such as NJ STEP, Rutgers, the Renaissance House, and Brooklyn CRAN Network. Louis Reed is the Director of Organizing & Partnerships for #Cut50, an initiative of Van Jones’s Dream Corps. He brings to #Cut50 years of experience in government, criminal justice expertise, policy advocacy, business, and public health.

Louis holds degrees in criminal justice and psychology, and is a board-certified addictions counselor and licensed alcohol & addictions practitioner. Prior to joining #Cut50, Louis was the Connecticut Policy Strategist for the Katal Center for Health, Equity and Justice where he worked on SB-13, and ran his own addiction and mental health practice in Bridgeport, CT, serving clients across Southern Connecticut.

Louis’s experience in government includes conceptualizing and serving as director of the Mayor’s Office for Reentry Affairs in the City of Bridgeport, CT. There, he developed systems and practices for the City to coordinate employment, housing, access to treatment, and other services for all persons impacted by the criminal justice system both in and returning to the City after incarceration.

His policy reform experience includes working with the Connecticut legislature for successful enactment of legislation related to reforms to pretrial practices, expanding access to licenses for people living with criminal records, limiting asset forfeiture practices by law enforcement, and strengthening reentry practices and services for people returning from prison.

Louis is a Huffington Post contributor on Prison Traumatic Stress Disorder, has appeared on C-SPAN and MSNBC, and in the Wall Street Journal, The New York Times, and other publications. He has also consulted for the White House, United States Department of Justice, Fortune® 100 Corporations, private, state and federal agencies, and is a 2017 JustLeadershipUSA fellow.

Louis has received many awards recognizing his work and leadership, including the US Senate recognition for Professional of the Year; 2017 Best Innovative Practices by the US Conference of Mayors; and a 2018 citation from the Connecticut State General Assembly for his statewide contributions on best reentry practices and community service.

D.J. Vodicka

The career of Donald “D.J.” Vodicka encompassed the rapid expansion of the prison system in California. For sixteen years, he was a prison guard in California’s highest security and most notorious correctional institutions Daily duties included serving meals to gang leaders, proctoring serial killers in lockdown cells, or patrolling exercise yards filled with violent felons while unarmed and outnumbered 1000-to-2. He belonged to an elite unit called the Investigative Services Unit (Internal Affairs), responsible for solving horrific crimes occurring inside the walls. He was retired as a decorated veteran officer, but certainly NOT of his own volition. He became the most influential “whistle-blower”, uncovering the silent secrecy of a group of rogue prison guards who called themselves “The Green Wall.”

His book is a true story, a real-life drama of one man’s courage to do the right thing against the California State Prison System that helped in the cover-up. It is an unblinking look at what can go wrong when only one person is willing to stand up and speak for what is right, against almost insurmountable odds. Vodicka’s televised state senate testimony exposed a scandal that led to resignations, transfers, sudden retirements, and reforms of the system that are still underway. The story is a classic tale of the triumph of personal integrity in the most dishonest and crooked institution imaginable.

Robert F. Anda, MD, MS

Monday, October 19th – Morning Keynote

Dr. Anda spent 20 years conducting research as a medical officer in the U.S. Public Health Service at the Centers for Disease Control and Prevention (CDC) in Atlanta. His research involved a variety of areas including disease surveillance, behavioral health, mental health and disease, cardiovascular disease, and childhood determinants of health.

He played the principal role in the design of the Adverse Childhood Experiences (ACE) Study and serves as its Co-Principal Investigator. He has presented findings from the ACE Study at Congressional Briefings and numerous conferences around the world. 

 

Tonier Cain

Wednesday, October 21st – Keynote

Tonier works tirelessly to raise the awareness about trauma informed care around the world. Tonier is an advocate and educator, speaking on trauma, addiction, incarceration, homelessness, substance abuse and mental health. Her work has been used as a model in other countries for the establishment of their trauma informed care protocols. Currently she works to create international leaders in the field of Trauma Informed Care.

Nelba Márquez-Greene

Tuesday, October 20th – Afternoon Keynote

Nelba Márquez-Greene is the founder of the Ana Grace Project and a clinical fellow at the American Association of Marriage and Family Therapy. She has worked in private practice, community mental health, and academic settings in the U.S. and Canada.

After Nelba’s daughter Ana Grace’s sensless murder at Sandy Hook School in 2012, Nelba, her family, and her community adopted the slogan “Love Wins.” Now, Nelba refers to that slogan as she maintains an online community of over 100,000 followers and the Ana Grace Project community where people from all over the world learn, share, grow and witness love through grief.

In 2018, Nelba was selected as one of “100 Women of Color” and as a YWCA Women’s Leadership Award recipient. She is featured in the 2019 release “ The Book of Gutsy Women” by Hillary Rodham and Chelsea Clinton and in People Magazine’s October 2019 issue as one of ten Women Changing the World. Nelba has testified and advocated at the state and federal levels on many different mental health initiatives, hosted TEDx talks, and is a sought after speaker nationally.

Hope Payson

Tuesday, October 20th- Morning Keynote

Hope Payson, LCSW, LADC is a licensed clinical social worker, alcohol and drug counselor and an EMDRIA Approved Consultant who specializes in the treatment of addiction and trauma. She has over 30 years of experience working in a variety of community settings that address the needs of individuals with histories of complex trauma. She was the Clinical Director for the EMDR Humanitarian Assistance Program for seven years and remains an active volunteer. Most recently, Hope co-produced the documentary “Uprooting Addiction: Healing From the Ground Up” which explores the root causes of addiction and the transformational power of recovery.

Babz Ivy Rawls, brilliant, charismatic, tireless, multi-talented, fixture of the New Haven and Connecticut community. A few of her roles include being a mother and interviewer of everyone from politicians to formerly incarcerated people to practitioners to academics about prison industrial complex issues on the Criminal Justice Insider radio show. She is also the Editor-in-Chief of the Inner-City News, “a 29-year Black-owned print publication working to hold the stories and images of local and global Black people sacred.” Babz embodies the triumph made in spite of experiencing challenges faced by many other formerly incarcerated women. Kelvin Young

Kelvin has contributed to his community consistently, the founding member of Toivo a peer-run initiative that includes statewide workshops and serves as a center for healing and stress management. He has volunteered at the Department of corrections, Manson Youth Institute, and has supported a number of campaigns dedicated to healing others and surrounding communities. Kelvin truly exemplifies the mission of what Connecticut Hall of Change stands for.

Robin Cullen

Robin Cullen is an Artist, Contractor, and Consultant working in the field of Trauma and Recovery. Robin’s essay was published in Couldn’t Keep It To Myself (2003), written by The Women at York Correctional Institution, edited by Wally Lamb. She is currently in her sixteenth year with the Judy Dworin Performance Project, working as a Teaching Artist with men and women in and out of prison, as a performer, and as a Board Member. Ms. Cullen is certified to facilitate all trauma and recovery curricula for girls and women written by Dr. Stephanie Covington and is certified through Amherst Writers and Artists to teach therapeutic writing. Robin has been with Toivo in Hartford, CT since it’s 2014 inception, facilitating trauma, recovery, and writing groups for men and women. She was employed with Mothers Against Drunk Driving, (MADD) for more than ten years. In addition to her prison work, Robin is the House Manager at Journey Home Recovery Living, a sober sanctuary for recovering women. She is also an experienced remodeling contractor. Through the arts she is uplifting, renovating, and repurposing – people, places, and things!

Iran Nazario

Iran Nazario became an inspiration against all odds. He worked with nonprofits as a counselor, conflict mediator, manager, and trainer. He became the COMPASS Youth Collaborative Peacebuilders Director. He provided men and women with similar backgrounds a second chance. He provided them an opportunity to give back to youth in the community by demonstrating that change and peace are possible. He and his team worked in dangerous neighborhoods with victims and perpetrators of violence, diffusing tensions, and violence on the streets to create more peaceful communities. Today, he is the President and CEO of the Peace Center of Connecticut. A symbol of hope, intermediary, and partnership organization that supports best practices around peace throughout the state. He is a symbol of peace and a living testimony that peace is possible. He is an example that despite the circumstances in life, a successful life is attainable.

LaResse Harvey

LaResse Harvey has pioneered many campaigns, organizations, community educational forums, videos, press conferences, and even helped to close down five Connecticut prisons. She has evolved her work as one of the national leaders on drug policy and mass incarceration reform. She has worked relentlessly from organizing Connecticut to pass Ban the Box from city ordinances to state law to keeping local Hartford libraries open. An author herself, LaResse uses her platform to educate society on the adverse effects of trauma and the aftermath of incarceration trauma. She is an exemplary model for overcoming adversity and personal evolution.

State Representative Josh Elliott

Since winning the 88th District House seat in the Connecticut General Assembly in 2016, State Representative Josh Elliott has advocated for implementing progressive policies that will help improve Connecticut’s economy and allow it to remain competitive with surrounding states.

Elliott, who grew up in Connecticut and attended high school in Hamden, graduated with a B.A. in Sociology from Ithaca College. He later went on to obtain his J.D. at Quinnipiac School of Law. As co-owner of Shelton’s The Common Bond Market and Thyme & Season in Hamden, which he also manages– two family-run natural food stores – Elliott recognizes the importance of investing in working families and businesses, both large and small.

As a member of the Progressive Caucus, Elliott continues to support efforts to establish a paid family and medical leave system that would be funded by employees at a 0.5 percent payroll tax. He is also fighting to increase Connecticut’s minimum wage.

Elliott is working to ensure that Connecticut employs quality public health standards by pushing for a requirement that all children in the public education system receive proper immunizations. Elliott is also dedicated to improving the treatment of Connecticut’s incarcerated population. He is an active advocate of banning the use of solitary confinement and has independently championed a bill that would provide certain telecommunication services to incarcerated people at no cost.

Elliott deeply believes the right to vote is a fundamental feature of government and has resultantly sponsored several bills aimed at efficiently reforming Connecticut’s electoral system. Among these are a bill that would restore voting privileges of formerly incarcerated individuals on parole and a bill that would implement a ranked-choice voting system, which would allow a voter to rank candidates by their preference. He has spearheaded efforts to legalize the use of recreational marijuana, sought to equalize property tax rates, and consistently supported establishing a more equitable tax structure.

Elliott currently serves as Assistant Majority Leader and vice chair of the Commerce Committee. He is also a member of the Finance, Revenue & Bonding Committee and Energy & Technology Committee.

Aileen Keays

Aileen Keays, M.S., is a Project Manager with Central Connecticut State University’s Institute for Municipal & Regional Policy (IMRP). Since IMRP first began to receive funding to support children with incarcerated parents (CIP) in fiscal year 2008, Ms. Keays has directed the Connecticut Children with Incarcerated Parents Initiative (CTCIP).

Through the CTCIP, Ms. Keays oversees several projects related to parental incarceration. This includes supervising the delivery of services to children and families dealing with parental incarceration, as well as the evaluation of these services. Ms. Keays has also managed research investigations to better understand the impact of parental arrest and incarceration on children. She also assists with the development of programs and services for CIP, provides consultation, training and technical assistance for those seeking to support CIP, and oversees CCSU’s Children with Incarcerated Parents Scholarship program.

Ms. Keays has spoken across the country on the topic of CIP as well as overseas, including most recently at the International Coalition for Children with Incarcerated Parents conference. Ms. Keays has published research articles and book chapters on CIP and has been interviewed by various media outlets on the impact of parental incarceration on children, including most recently by BBC World News.

In spite of Ms. Keays’ extensive involvement working on behalf of, and with, those affected by incarceration, she found herself completely unprepared for the effects of having a loved one incarcerated when it encroached into her life. Ms. Keays knows first-hand the devastation that incarceration imposes on loved ones, the importance of in-person contact visits, and phone calls. The experience will forever impact her work for, and with, those affected by incarceration.

Nishka Ayala

My name is Nishka Ayala and I am a Forensic Interviewer at Klingberg Children’s Advocacy Center in Hartford, CT. What I enjoy most about my job is that each day brings different experiences and challenges. I started working with children as a sophomore in college and have been in the field ever since. I graduated from Central Connecticut State University in 2017, with a Bachelor’s in Criminology and Spanish. During my free time, I enjoy spending time outdoors with my loved ones, cooking, and traveling. My goal is to obtain my Master’s degree in Social Work within the next 5 years. Throughout my last years as an undergrad student at CCSU, I had the privilege of being one of the CIP Initiative scholarship recipients. Not only did this scholarship help me financially, but it also gave me the opportunity to share my experience on how I was affected by my father’s incarceration growing up, and to connect with others that have also been affected by the incarceration of a loved one.

Isis DeLoatch

Hello, my name is Isis DeLoatch and I am currently a senior at Central Connecticut State University. I am studying Social Work with a minor in sociology. I am a proud recipient of the IMRP (Children with Incarcerated Parents initiative) annual scholarship. My father was incarcerated for ten years of my life, and throughout my childhood, I successfully dealt with the stigma and adversity that comes with having an incarcerated parent. Throughout my college career, I have had the opportunity to volunteer and collect research on children with incarcerated parents that were presented at the annual NASW conference in 2017. After completing my undergrad this spring as a first-generation college student, I plan to continue my education by obtaining my MSW and LCSW so I can work in the men’s jail system as a licensed clinical social worker and then later building a non-profit health and wellness center.
